Summary of the Report
The Dutch Termination of Life on Request and Assisted Suicide Act (Wtl) came into force in 2002.
Goals of the law include providing legal security for all involved, assuring prudent practice with regard to euthanasia and physician-assisted suicide by physicians, and providing an adequate framework for physicians to be accountable and for increased transparency and societal control. This report presents the results of the third evaluation of the efficacy and side-effects of the Act, 15 years after its enforcement. We have studied the current practice of end-of-life decisions, developments in the interpretation and conceptualization of the legal requirements, and potential problems and complexities of the review system. The study consists of three sub-studies: a legal study, a study of clinical practices, and a study of the review committees (RTEs). Opinion of Dr Chabot in English : HERE

Samenvatting
In dit rapport wordt verslag gedaan van de derde evaluatie van de Wet toetsing levensbeëindiging op verzoek en hulp bij zelfdoding (Wtl). Deze wet heeft tot doel de rechtszekerheid voor alle betrokkenen te bevorderen, de zorgvuldigheid van levensbeëindigend handelen door artsen te vergroten, aan artsen een adequaat kader te bieden om verantwoording af te leggen over dat handelen en transparantie en maatschappelijke controle te bevorderen. De centrale vraagstelling van dit evaluatieonderzoek is of de Wtl zijn doel bereikt. Daartoe is nagegaan hoe de praktijk van medische beslissingen rond het levenseinde er thans uitziet, op welke wijze de bepalingen in de Wtl in de praktijk worden toegepast, en welke problemen en knelpunten zich daarbij voordoen. Het onderzoek bestond uit drie onderling samenhangende deelonderzoeken: een juridisch onderzoek, een praktijkonderzoek en een evaluatie van het functioneren van de regionale toetsingscommissies euthanasie (RTE's).
